Iraq's move to rush oil bidding could deter some firms

Apr 26, 2018

BAGHDAD — Iraq is opening more of its untapped oil and gas resources to foreign developers, hoping to boost revenues after its costly war with the Islamic State group, but analysts say the rushed bidding process — now timed to precede national elections — could draw a lukewarm response. Last month, Oil Minister Jabar Ali al-Luaibi unexpectedly moved the date to receive bids from late June to April, meaning the bidding would be held before May 12 national elections. Some believe Al-Luaibi, who is campaigning for a seat in parliament, moved up the date for political reasons. Al-Luaibi hopes to...

Mysterious mummy found in Iran could be father of last shah

Apr 26, 2018

DUBAI, United Arab Emirates — Construction workers in Iran may have unearthed the mummified remains of Reza Shah Pahlavi, the father of the country's last monarch, nearly four decades after the Islamic Revolution toppled the dynasty. The recent find of the gauze-wrapped body has triggered intense speculation and revived discussion of Iran's dynastic past, which the clerically-run government has spent decades trying to suppress. A mob demolished Reza Shah's tomb shortly after the 1979 revolution, and the family lives in exile. The monarchy's widespread abuses did much to fuel the revolution, but its mystique persists as Iran grapples with economic...

Israel at 70: Satisfaction and grim disquiet share the stage

Apr 26, 2018

JERUSALEM — Is Israel a success as it turns 70? As Israelis commemorate the milestone this week, satisfaction and a grim disquiet share the stage. It has a standard of living that rivals Western Europe, though it lacks significant natural resources. It can boast of scientific achievements and military and technological clout beyond its modest size. It controls most of biblical Israel, and despite widespread criticism of its policies toward the Palestinians, it has cultivated good diplomatic ties with most of the world. But it's also a country that is weary from decades of conflict with the Palestinians. It is...

Iran bans government bodies from using foreign message apps

Apr 26, 2018

TEHRAN, Iran — Iran's presidency has banned all government bodies from using foreign-based messaging apps to communicate with citizens, state media reported Wednesday, after economic protests organized through such apps shook the country earlier this year. Chief among those apps is Telegram, used by over 40 million Iranians for everything from benign conversations to commerce and political campaigning. Iranians using Telegram, which describes itself as an encrypted message service, helped spread the word about the protests in December and January. Telegram channels run on behalf of Iran's Supreme Leader, Ayatollah Ali Khamenei, and Vice President Eshaq Jahangiri were already shut...
